All complaints will be filed “online” Wednesday morning Mar. 1st,  and written copies will also be sent via certified postal mail. I understand PayPal's have to hold those account for security reason; however a survey of my account history for the most recent month will uncover that I didn't break your guidelines or terms of administrations.
 I feel that any sensible individual would presume that limiting my account is intemperate as already stated, an unnecessary abuse of power and perhaps even contrary to the laws of some states. That being said I have no problem with. I just need you to let me withdraw my funds to a bank account and then close my account, I feel that this is a fair resolution while still leaving PayPal with the means to limit my account again in any future.
 Please be aware that replying with the standard “this is part of the terms of service that you agreed to” will not satisfy my request, or deter me from filing my complaints with the agencies listed above on the morning of Wednesday Mar. 1st. It will be up to those agencies to determine if PayPal is operating within the law, abusing power, etc.

They will react past in that email, I figure that Paypal will answer same thing when they get some email that is identified with claim. This is the answer that I got.

The decision to end our business relationship is a final decision and cannot be appealed. Despite our decision, we have released the available balance in your account for withdrawal. There is currently $231.57 USD in the balance. You will need to add and confirm a bank account in order to withdraw the funds. This normally takes between three and five business days. If you have additional concerns, you may contact me at 1-402-952-8394 between the hours of 10:00am and 6:30pm Monday through Friday.

Be that as it may, my issue is I don't have a bank account since this is just a stealth account/fake account. So what I did is I answered on their email with this :

Dear Dave,
Hi again, I just read your email, My problem now is I don’t have my own bank account. Can you help me please? I’m requesting for my fund to be withdrawn in my cousin’s bank account. Is that possible? Please make it possible for me because I really need that money so bad.

In the wake of sending that email they answered with this :

My name is Mary and I am a member of PayPal’s Executive Escalations office. Your concerns were forwarded to me for review and response. I would like to take this opportunity to fully address your concerns.
 Thank you for your recent email. From your inquiry, I understand you are contacting us regarding withdrawing the funds in the amount of P9, 461.76 PHP. I apologize for any inadequacy or inconsistency of service you feel you have received to date. We accept that issues like yours can be very confusing and we hope that by clarifying the situation and offering you the right advice we can help in explaining PayPal’s actions.
Withdraw funds from your PayPal account:
  • To your local bank account. 
  • To your credit, debit, or prepaid card. 
  • To your US bank account. 

Unfortunately, you may not withdraw the funds into your cousin’s bank account. Please add one of the prior suggestions in your name. Alternately, you may provide another PayPal Account that we may transfer the funds on your behalf. They allow me to send the funds in another Paypal account, What I did is I contacted a friend and ask for her permission to send his Paypal email. I send another email with the alternative Paypal account for the funds to be transferred with. After 2 – 3 Days the account that I gave received the funds. And he withdraw it and give the money to me in cash.
